US #7 / 4.5mm needles are closest to UK size 7, though UK sizing can be a bit weird. I ran into this when sorting through my grandma's old needle stash, lots and lots of vintage UK sizes!
Yeah US #7 / 4.5mm double pointed needle is typically listed as UK/Metric size 7 (4.5mm), so the mm measurement is what most English patterns use. You're good using 4.5mm in any UK instructions
